Disclaimer

Duty rates shown are for reference only and may not reflect the most current tariff schedule. Additional duties (Section 232, Section 301) are based on USITC data and published Federal Register notices. Actual duties depend on tariff classification, country of origin, applicable trade agreements, exclusions, and other factors. For binding rulings and official classifications, consult the U.S. International Trade Commission (USITC). Robin Transportation can help with tariff classification. Contact us for expert guidance.

Technical Framework

US HTS Code Structure

COMP:WCO_BASE

Harmonized Tariff Schedule

The US Harmonized Tariff Schedule (HTS) classifies every product imported into the United States. It builds on the international 6-digit HS standard maintained by the World Customs Organization.

COMP:USITC_SPECIFIC

Current USITC Revision Data

The US adds 2 to 4 more digits for a total of 8 to 10 digits, which determine the exact duty rate. This tool uses the latest published USITC revision data available in this codebase.

COMP:RATE_COLUMNS

General vs. Special Rates

Each HTS line item shows two rate columns: the General rate (applied to most countries) and the Special rate column, which lists preferential rates under trade agreements.

Landed Cost Calculations

Canadian businesses shipping to the US need both Canadian and US tariff codes for accurate landed cost calculations and customs compliance.

Trade Intelligence

US Trade Programs

The Special duty rate column in the HTS uses letter codes to identify preferential rates. This tool decodes those into readable program names.

Origin Assistance

USMCA (S, S+, S*)

United States-Mexico-Canada Agreement. Most industrial goods qualify for duty-free entry via rules of origin.

GSP (A, A+, A*)

Generalized System of Preferences. Provides duty-free treatment for products from designated developing countries.

Bilateral FTAs

Separate agreements with Australia, Chile, South Korea, and others provide preferential rates for qualifying goods.

Other Programs

Covers the Caribbean Basin Initiative (E), African Growth (D), and pharmaceutical appendix provisions (K).

Frequently Asked Questions

Learn more about American HTS and USITC codes.

Common questions about US HTS codes and duty rates.

What is a US HTS code?
A US HTS (Harmonized Tariff Schedule) code is an 8- to 10-digit number used by US Customs and Border Protection to classify imported goods and determine duty rates. The first 6 digits follow the international Harmonized System standard. The additional digits are US-specific and determine the exact duty rate and any special program eligibility.
What is the difference between General and Special duty rates?
The General rate is the standard duty applied to imports from most countries, equivalent to Canada's MFN rate. The Special rate column shows preferential rates available under trade agreements and programs like USMCA (US-Mexico-Canada Agreement), GSP (Generalized System of Preferences), and other bilateral FTAs. Qualifying goods can often enter at reduced or zero duty.
What do the US trade program codes mean?
Program codes in the Special rate column indicate which trade agreement or preference program provides the rate. Common codes include S/S+/S* for USMCA (formerly NAFTA), A/A+ for GSP, AU for Australia FTA, CL for Chile FTA, and many others. This tool decodes these program codes into readable names.
How does USMCA affect US duty rates?
USMCA (United States-Mexico-Canada Agreement) provides preferential duty rates, often zero, for qualifying goods originating in Canada, Mexico, or the United States. To claim USMCA rates, goods must meet specific rules of origin and the importer must have a valid certification of origin.
Are the duty rates in this tool official?
This tool uses the latest published US International Trade Commission (USITC) HTS revision data available in this codebase. For binding rulings and official classifications, consult US Customs and Border Protection or the USITC directly, or contact Robin Transportation for expert assistance.
