Technical Framework

Canadian Tariff Code Structure

CLASS:WCO_STANDARD

Harmonized System (HS)

Every product imported into Canada is assigned a 10-digit tariff classification code based on the Harmonized System. The first 6 digits follow the international WCO standard used by over 200 countries.

CLASS:CBSA_SPECIFIC

Tariff Item Extensions

Canada adds 4 more digits to the 6-digit base to define specific duty rates and trade agreement eligibility. The CBSA Customs Tariff Schedule lists every code with its MFN rate and preferential treatments.

CLASS:MFN_DEFAULT

Most Favoured Nation

MFN rates apply by default to imports from WTO member countries. Preferential rates under agreements like CUSMA, CETA, and CPTPP can reduce duties to zero for qualifying goods.

CLASS:COMPLIANCE

Risk & Penalties (AMPS)

Incorrect HS codes can mean overpaying duties, facing CBSA penalties under the Administrative Monetary Penalty System (AMPS), or having shipments held. Accurate classification keeps goods moving.

Trade Intelligence

Canadian Trade Agreements

Canada maintains preferential tariff treatments under multiple free trade agreements. Importers can claim reduced or zero duty rates instead of standard MFN.

Origin Assistance

CUSMA / USMCA

Canada-US-Mexico. Covers originating goods. Most industrial and agricultural items qualify for duty-free entry.

CETA

Canada-EU. Eliminates tariffs on most goods traded between Canada and EU member states.

CPTPP

Trans-Pacific Partnership. Covers Pacific Rim countries including Japan, Australia, and Vietnam.

GPT & Bilateral

General Preferential Tariff for developing countries, plus bilateral agreements with South Korea, Ukraine, and others.

Note: This tool shows preferential rates alongside MFN. Rates matching MFN are filtered as they offer no actual preference.

Frequently Asked Questions

Common questions about Canadian tariff classification and duty rates.

What is a Canadian tariff classification code?
A Canadian tariff classification code is a 10-digit number based on the international Harmonized System (HS). The first 6 digits follow the global WCO standard. Canada adds 4 more digits to specify national duty rates and trade agreement preferences. These codes are published in the CBSA Customs Tariff Schedule.
How are Canadian duty rates determined?
Canadian duty rates depend on the HS tariff classification, the country of origin, and applicable trade agreements. The Most Favoured Nation (MFN) rate applies by default. Preferential rates under CUSMA (US/Mexico), CETA (EU), CPTPP (Pacific Rim), or other agreements may be lower or zero if goods qualify under rules of origin.
What is the difference between MFN and preferential tariff rates?
The MFN (Most Favoured Nation) rate is the default duty rate applied to imports from WTO member countries. Preferential rates are lower rates available under free trade agreements such as CUSMA, CETA, or CPTPP. To claim a preferential rate, the goods must meet the rules of origin for that agreement and be accompanied by a valid certificate of origin.
What trade agreements affect Canadian duty rates?
Canada has preferential tariff treatments under CUSMA (US and Mexico), CETA (EU), CPTPP (Pacific Rim countries including Japan, Australia, and Vietnam), and several other bilateral agreements. Each agreement has its own rules of origin that goods must meet to qualify for reduced or zero duty rates.
Are the duty rates in this tool official?
This tool uses data from the Canada Border Services Agency (CBSA) Customs Tariff Departmental Consolidation. Rates are for reference only. For binding rulings and official classifications, consult the CBSA directly or contact Robin Transportation for expert classification assistance.
